Who stifles Presidential Amnesty? - Sigiriya Frescoes: released girl yet in prison

What a stupid bunch of Morons we have as bureaucrats of this country. My statement is purely based on the article found on Ceylon Today as given below:-

The President's Secretariat has drawn the attention of the Justice Ministry to determine why Sinnethamby Sri Udaya, the young woman who was charged with defacing the Sigiriya mirror wall, is still languishing in prison despite a presidential pardon granted by President Maithripala Sirisena.

Meanwhile, Prisons Commissioner General, Rohana Pushpakumara said, the documents pertaining to the release have still not been received by him. Mother of Udaya, S. Navamani speaking to the media disclosed though the pardon was granted on the 1 April, her daughter was still in prison.

An officer attached to judicial circles said that the presidential pardon can't be enacted as the parents of the girl had filed an appeal in the Court of Appeal. 'This case has not been withdrawn by the parents. If officials from the Legal Aid explain the situation to Udaya's parents about what they should do the pardon will be expedited', he explained.
