Analysis of The President & Cabinet of Sri Lanka (Without Prejudice)

A person of simple ways & a member of a large family with many siblings!! Up until the third week of November 2014 nobody gave much care for him. He was a victim of a LTTE assassination plot who recently pardoned the suspected assassin by presidential decree. A graduate of sorts in agriculture & politics who did not know what Basmati Rice was until recently! He became very assertive orator during the Presidential Election & gave MR as good as it gets dressed in the Modhi style attire (apparently it was a bullet proof vest of sorts according to his inner circle)  Nicknamed Gamarala & caricatured as ''අයියෝ සිරිසේන" by our Buruwansa (my namesake!). Initially no body gave him a half a chance as MR was riding a crest of a massive wave with all to play without anybody doubting him winning. But within a few days into the campaign MS was making inroads towards the MR's wave it was becoming clear things were not so cut & dry to MR winning the Election. The media outlets controlled or under the influence of MR was attacking MS relentlessly. What MR & his cronies forgot was the vibrant social media which MS & his clan used to the maximum (note cronies & clan!) Ranil Wickremasinghe sat back watched the movie as when the Oscars of the Presidential Election was announced he will get the best supporting actress awrad!!! 

Now let's get to the nitty gritties of the matter or as they say it heart of the matter. Since January 9th of 2015 MS - MR coalition has been in power. A lot of water has flowed under the bridge of Sri Lanka since then but what have we achieved!! A lot was said said about the Corruption, Nepotism, Abuse of Power etc. Not a bit has been proven in law by a court yet. I know it is not possible to achieve prosecutions as we eat "cashew nuts'' but a lot more could have been achieved if you put you heart & soul in to it. The crux of the matter is HE HAS BEEN INFLUENCING people that matter to soft peddle on corruption inquiries to make his position more stable as a President by appeasing die hard SLFPérs. 

As a person I have no issues with MS. But the nepotism factor is bugging  He has also has a a lot to answer in the case of him appointing his brother as the Chairman of Sri Lanka Telecom!!!!! We all expected a proven industry stalwart with impeccable reputation to be appointed to such a post. I for one is all agreeable to strategic cooperate take overs. The machinations where Mobitel  is trying to take over Hutch really bothers me. The argument is because Mobitel has not got the spectrum coverage to be a big player in the cellular business they have to take over Hutch by hook or by crook. Allegedly Dialog wanted to takeover Hutch about a year ago & it was valued by their independent valuers around 65 to 70 Million US Dollars. Now the story is Mobitel wants to buy Hutch allegedly for around 140 Million US Dollars. Allegedly the discussions are on going  with  CK Hutchison Holdings Limited of Hong Kong on the takeover. To make the mix more spicy Subaskaran Alirajah of Peripharal Network operator Lycatel was in Sri Lanka to negotiate the purchase of Hutch for around 90 Million US Dollars few weeks ago. To understand these machinations you have to read between the lines!!! 

Also my biggest gripe with the President is that he has become a photo opportunist for the masses expecting to ride the wave of public disillusionment. He is not seen as a person doing things but a parrot of sorts just taking without substance. I know very well that he balancing on tight rope but I don't like the David Copperfield illusion he is creating to get away from problems. Talking tough is very good but as the saying goes "Walk the Talk".   


Hon. Ranil Wickremasinghe
Minister of National Policies and Economic Affairs

Now this one is a very tough cookie to analyse. He is slippery as a eel (Anguilliformes - ලූලා) but can have the toughness of a water monitor (Varanus salvator - කබරගොයා) !!! He is one of the most thick skinned Politicians I have ever seen. Remember despite all the obstacles over last 22  years or more he led the grand old lady UNP! He is more shrewder than any Westminster or Capitol Hill  politician I have ever heard of in my time. Very adoringly tagged Mr Bean is still not the No 1 ruler in the country but he acts like one sometimes. People used to say he is not the face for the public adoration but sit him in the chair & he will do wonders. Now I am thinking what's he up to? MS has given him enough free hand to come up with something radical to the usual Political, Economic & Social agenda to lead the country to prosperity. I hear a lot of sound but no substance (All fart no shit)! According to my friends in Industry & Commerce they are lamenting why after 12 months of in control we don't have clear cut policy on Economy. I have a suspicion that he is not comfortable with his cabinet colleagues to the extent he does not trust any of them (Other than his inner cabinet! - see below for more details) He is so busy looking at everything he has forgotten what he should do according to his portfolios & responsibilities assigned. All I say is stop looking like a harangued  husband & work like efficient CEO of a company. Also get rid of that so called boys inner cabinet that carries tales from one to the other like little school boys.

Thank you for spearheading the Ivory destruction & I was their shedding tears for the Majestic Elephants that died. You have a problem because in their wisdom MS & RW has split up your wildlife responsibilities with some body else.

RETIRE, RETIRE - Over the years you had done nothing in my book. You are a  very empty vessel making a lot of noise & does nothing.

Busy BEE of the cabinet, reminds me of A C S Hameed - never there when you need him. He gallivants around the world but at the moment having a bit of a ruck with RW about the committee overlooking the MFA. Your former Secretary & Gota seems to like shed Lion Blood these days!!!

Seems to getting on with the job, because he is not in the limelight unlike previously.

Minister of Labour and Trade Union Relations
Once a month I see him in the papers & elsewhere, I suppose he is busy setting up the minimum wage at Rs 10,000.00 (By the way could anybody tell me where I could hire some body for Rs. 10,000.00 to do absolutely nothing!)

Minister of Higher Education and Highways
I think he has two of most difficult ministries under his belt. Being the minister of higher education is a poisoned chalice. Our younger generation & the administrators are a useless bunch of dipsticks. The academics in the universities mostly are the ones who just decided to stay in administration without any practical experience therefore no reforms have taken place in the study courses. Result being most graduates come out of Universities without any meaningful  use to the society. When it comes to highways what can one say after Basil Rajapaksa high way culture, not a lot. The money is not available to do anything!!!!! I really feel sorry for him.

Minister of City Planning and Water Supply
I think he has got enough problems within his own Party & outside. If I am right he will be a regular appearance on any cabinet as long as he is a MP. He is supposed to work with Megapolis Minister PCR, as I see it. but I wonder as to how they will get a long!!!

Minister of Disaster Management
Thanks to 2004 Tsunami this ministry came into operation but can't see it being something we need. Should combine with Ministry of Home affairs. He is very quite, only occasionally coming out with statements. if the responsibilities are properly given I see him being able to do a job of work.

Minister of Science, Technology and Research
Very important portfolio with nothing being properly allocated for execution. Sri Lanka's future lies here but our peers have not got a clue to plan the future. I don't personally like the man for reason I cannot put my finger & say that is it.

Hon. (Dr.) Rajitha Senaratne
Minister of Health, Nutrition and Indigenous Medicine
I don't know what to say or laugh or to cry. The man is distantly related to me via his Dutch ancestry!!! (Not a lot of people know that) He just does not prepare himself in advance before he engages his mouth in front of camera & mike. He can talk for the world without a meaningful sentence coming out of his mouth. He has a Portfolio that the future of Sri Lanka is dependent on but for god's sake he is only a dentist! Give your Gob to him he will sort you out, but that does not mean you give the most important portfolio to him period.

As the minister of finance he has no authority over most of the finance sector institutions. His budget was re - written more times than all other budgets put together since 1948. His delivery of the budget on the day was abysmal. He speaks with a very peculiar accent in Sinhala I just don't get it. He may be business multi millionaire but definitely not fit for the purpose or for that matter the job.

I have hearing so much about his involvement allegedly with Avant Garde I finally have started to believe the stories. What does ministry of home affairs do these days other than organising the Independence day (with provincial administration in operation in all 22 districts). Probably cleaning all the red carpets!

I hear about him occasionally. I think recently he had right go at Rajapakse's - I like that!!! I wonder what happened to Nawinna Motors of Kurnegala - agents for Ford Tractors in the years gone by.

Minister of Industry and Commerce
Mr Wilpattu! Another very important ministry run by somebody who is considered as a efficient person. But he is always in the limelight for the wrong reasons. Pull your socks up & get on with the job. Leave the Racial Politicking to the less educated dipsticks!!!

Hon. Patali Champika Ranawaka
Minister of Megapolis and Western Development
Megapolis??? The word itself has been invented probably for him. He thinks & has ambitions to become the supreme ruler of Sri Lanka. PCR has a tall order, basically he has to follow a hard act of doing things like GOTA!!!! Gota had the power of MR & acted like a senior minister doing a lot of Urban Development Work in the Western Province. From the Peasant to the Prince people liked Gota because of that. I don't see any work happening with PCR in that magnitude despite Megapolis master plan being published.

Hon. Mahinda Amaraweera
Minister of Fisheries and Aquatic Resources Development
He has got Amma from Tamil Nadu to his deputy Dilip Wedaarachchi behind his back, that is on top of all powerful Fisheries Trade Unions doing agitations from all parts of the country. He has become a strong ally of MS.

Hon. Navin Dissanayake
Minister of Plantation Industries
The man who worshiped MR going on all fours sometime back. He has a bunch of business magnates to deal with in guise of Plantation Companies! I really feel sorry for the Plantation Sector as nobody really cares them. This ministry is responsible for the backbone of Sri Lanka, please take care for Mother Lanka.

Hon. Ranjith Siyambalapitiya
Minister of Power and Renewable Energy
The man who is handling the Hot Potato called CEB!!! I ain't see him being able to control all powerful trade unions at CEB to give the consumers what they need at acceptable price. I have heard allegedly that if you were a Driver at CEB, take home pay would be about salary of Rs 150,000.00 a month including mandatory overtime (sic).

Minister of Agriculture
Some say he is the future of SLFP. Was a very strong ally to MS during the Presidential Election. He has a got the ministry to show his colours but would the bureaucrats & local politics let him do a job of work is a another matter.

Hon. Vijith Vijayamuni Zoysa
Minister of Irrigation and Water Resources Management
I like the guy!! He is very vociferous in his own style. The problem is he has to work with different ministries to get a job of work done. Looking at the way different duties are assigned from the list above & below I can't see any rationality to the end product.

Mr Avant Garde sympathiser a according to some. He has rubbed up so many people the wrong way I just can't see how he is going to get a proper job of work done. The latest is SF son-in-law filing a lawsuit to recover some 250 million rupees!

Minister of Rural Economy
The man who sold Mattala paddy to a Distiller of Arrack according to some. Got a gob to fend off anybody anytime!! He is going to get into more trouble over the paddy collections very soon.

Hon. Kabir Hashim
Minister of Public Enterprises Development
The man who virtually has got a direct line to PM. All important financial institutions come under him & not the finance minister (Yahapalanaya rules OK!) I sincerely hope that he works with RK to the improvement of the economy.

Parroting a lot of political slogans I detest. Mass media is his main portfolio & he has a lot of work to do but what has he done - nothing. We need a Broadcasting Standards Commission to be the ombudsman for a plethora of TV, Radio & Electronic communication media, & I don't  think that has crossed his mind at all. Also we need more regulation on Press Complaints Commission. The way the PM is having a go at TV stations & Print media some thing must be done urgently.

Minister of Housing and Construction
He is responsible for a burning question in the country - a shelter to live & sleep. He wants to start Gamudawa projects again going on his fathers footsteps. His ministry has not got the type of allocations needed for the country. I believe he should work with PCR's ministry very closesly to achieve his goals - joint cabinet responsibility is required.

The world cup winning hero who has been the critic of many things in the MR era. He has gone down the route of Nepotism by appointing his brother to the most important state sector organisation coming under his portfolio. In a way I don't blame him as the President chose the very same route. It remind me of the Crab story!!!

Wants to do a job work to the betterment of his own people mostly living in central part of the country. Hope he gets all the support from the Central Government & the Provincial Authorities.

Hon. (Mrs.) Chandrani Bandara
Minister of Women and Child Affairs
She has been in the limelight pertaining to activities of her portfolio. The necessary legislative work pertaining to her work seems to be going on.

Hon. (Mrs.) Thalatha Atukorala
Minister of Foreign Employment
Another poisoned chalice of a Ministry. Over the years the bureaucrats running the organisation has got so corrupt to control has become near impossible. Some activities within the SLFEB seems to be working in a seamless manner but some other are abominable the way it operates. As Sri Lankans we should be ever so grateful to millions employed overseas from both genders to money they send back home. If not for that millions of people Sri Lanka would be a country like North Korea.

This guy can't put a foot right Joseph Stalin from the Teaching Union is up in arms! I don't blame either of them, again it is the bureaucracy & partly politicking in subject matter. Our education system was devised over the years on Very Correct Socialist principles that suited a country with high per capita GDP. Unfortunately the fiances don't come to our country as we are considerably poor. Apparently thousands of vacancies exist in the Education sector as well as thousands of inadequately qualified graduates unemployed. They can be trained in the relative areas to be productively employed but the financial constraints compounded with politicking does not provide a suitable solution.

Minister of Posts, Postal Services and Muslim Religious Affairs
He has got problems as suddenly Post Office is receiving a lot of packages from overseas thanks to online trading. Post Office has to be modernised with new technology for quick & a lasting solution but the Unions will not have it as it means job cuts over the longer term. What every body should realise is normal Letter post is a dying industry with more modern means of communication & the future lies in online marketing & other ancillary services.

A educated man with turn coat politics what more can I say? He has a important portfolio under the de-centralised political map but is it being delivered or not is the question.

Minister of Prison Reforms, Rehabilitation, Resettlement and Hindu Religious Affairs
Another very important ministry within the racial harmony & integration of people of different faith. Prison system must be totally re-organised with Victorian era methodology completely revamped, but will it happen?

Hon. Chandima Weerakkody
Minister of Petroleum Resources Development
I am seriously doubting whether we have any economically viable deposits of Petroleum resources in our geographical area. It may be that it is there but the extraction costs are exorbitant. I can remember in 1977 what a fracas Bandaranayake  cabal created during the elections that we have found oil in Mannar! why did they do it - to win the elections!!! PCR was making a big issue when the portfolio was under him.

Mr Muscle of Sri Lankan cabinet popping up everywhere when Sports personalities do well & can talk for the world but have serious doubts about the actual delivery.

Minister of Law & Order and Southern Development
Another member of the so called inner cabinet with RW. He has got the Police service under him which the public detest even if they do good. A cultural change

Minister of Telecommunication and Digital Infrastructure
Look don't be fooled he has got a ministry with pressure from above! Telecom Chairman is MS's brother. He is a puppet like he was uttering some nonsensical  answers to Lycamobile bid for Hutch. He has a god given ability to swallow words during speech & I am yet to come across somebody like him in free flow of speech! (No offence to people with a speech impediment - If so he must admit same & put his hands up to say so!)

I believe he was a natural choice compared to "Vasideva'' who held the similar portfolio to him.

Minister of Primary Industries
What can I say about this self made Billionaire who bank rolled a lot of UNP propaganda work when they were in the wilderness as I heard it from the grapevine (I may be wrong!) This is a portfolio created for the sake of giving him something. I am very sorry for him to have been given such a meaningless position but MS & MR in their wisdom to create a position did so like so many other stupid portfolios.

The man who came by Parachute & allegedly another member of the inner cabinet within the cabinet responsible for anything within all important portfolios doing sweet bugger all!!
