Dr Chris Nonis High Commissioner berating a Consular Officer over a Visa Matter

Following is a recording of a Telephone conversation between Dr Chris Nonis & a female consular officer over a sensitive Visa of a British national where clearance may have been required from External Affairs  Ministry. The crux of the conversation hangs on the point despite instructions issued by Dr Nonis to refer the matter of issuance to him & him only, the Consular Officer had taken the initiative to confirm that the Visa had been issued. Salient points of this recording are following:-

• Dr Nonis is being very abusive towards the Consular Officer for not carrying out the instructions as per say. 
• He uses unacceptable four letter words in the conversation.
• The employee - Consular Officer has a acute problem in grasping & speaking in proper English.
• If proper consular management was available this whole episode would not have happened.
