Dileepa Wijesundera
COLOMBO (EconomyNext) - Sri Lanka Telecoms said a new Group Chief Executive, Dileepa Wijesundera will take-over from March 13.

Lalith de Silva has resigned with effect from March 13 but will not have duties from March 09, the firm said in a stock exchange filing.

But he has "agreed to assist the company" in the transition.

Wijesundera has a Bachelor of Science degree from Kingston University UK and a Master of Science in Management from Loughborough University.

Excerpts from the article by Sonali Samarasinghe @ Sunday Leader below:-

"K Port and Dileepa
The Sri Lanka Ports Authority decided to go ahead with K Port despite contravening financial regulations which prohibited the government from going ahead with unsolicited proposals sans proper tender procedures through public advertisement.
However the project was held in abeyance in the run up to the presidential election last year when trade unions threatened to cripple the port alleging the deal would lead to considerable retrenchment and would cause a 15 percent drop in SLPA revenue.
It soon became clear that Port Minister Mangala Samaraweera’s buddy specially flown down from Canada to take over the job, Chairman Dileepa Wijesundera was overly keen to go ahead with the deal. On January 15 this year distressed workers sent a letter of protest to the Minister and on receiving no reply the Ports Workers Union was to send another letter on March 1 to President Mahinda Rajapakse.
Whether it was his inability to handle the controversies into which he had now been plunged or otherwise on March 17, 2006, Kuthubdeen was to write to the chairman and board of directors of the Sri Lanka Ports Authority and withdraw his request for a joint venture for the operations and management of the dry port. That is not before he tried to use his political clout to muzzle this newspaper albeit unsuccessfully.
Dileepa connection
Whatever the story on K Port, that Dileepa Wijesundera and Kuthubdeen have become firm friends is somewhat sure. For just a few weeks ago a consignment arrived by ship from Dubai. Reliable sources say the consignment  contained household items and was sent by Kamil Kuthubdeen who has a range of interests in Dubai. The consignment Reference NYKV 6970475 in container number 80/A3 vessel number PNO 3/10/5 Dubai Came to Sri Lanka in the name of Dharshani Weerasinghe.
Dharshani Weerasinghe is of course the brand new wife of Chairman, SLPA Dileeepa Wijesundera who tied the knot just two weeks ago with Minister Samaraweera as attesting witness.
In fact the reason Kuthubdeen is now in hiding is more to do with President Rajapakse tightening the screws by taking a special interest in the matter than anything else. It is also Rajapakse’s interest in this case that is strengthening the hand of the CID to go flat out with the investigation. Last week the President brought the matter up at Wednesday’s cabinet meeting. Later on two occasions in public, he expressed grave concern over the magnitude of the fraud. He declined a dinner invitation to the house of young up and coming politician Mayantha Dissanayake’s when it was revealed that Kamil Kuthubdeen was one of the dinner guests. (See The Sunday Leader of March 26). Mayantha is the younger brother of UNP MP Navin Dissanayake.
In fact Mohamed Hamza, Kamil Kuthubdeen’s brother was Imtiyaz Bakeer Markar’s personal secretary when he was media minister under the UNP. But the connection to the former minister goes further than that. Kuthubdeen is married to Markar’s niece.
But his tentacles reach much further than just the UNP ministers. UPFA Deputy Minister Sripathi Sooriyaarachchi is a politician who more often than not acts like a chook without a head but he is not above helping the likes of Kuthubdeen.
Only last year in February 2005 at the behest of Kuthubdeen, Sooriyaarachchi was to call for the Acquisition Certificate issued by the Urban Development Authority pertaining to a land belonging to Kamil Kuthubdeen. Sooriyaarachchi who was the deputy minister of youth affairs gloriously interfering into the matters of the UDA and making unwanted forays into Minister Dinesh Gunawardena’s territory, ordered director lands Dolakumbura to fax him a copy of this certificate for his perusal.
Kuthubdeen had complained to him that one of his numerous properties was being acquired by the UDA. On February 16, 2005 Dolakumbura obediently faxed a copy of the certificate minuting it as follows:
"Hon Sripathi Sooriyaarachchi, Dy. Minister of Youth Affairs, Sir as requested sec 44 certificate faxed for your kind information pl." (See elsewhere on this page for copy of certificate)
Director of Lands Dolakumbura, when contacted by The Sunday Leader was too busy to make comment.
In or around early 2004, Kuthubdeen was to buy from one M.S.M.Wasik the premises bearing assessement No. 403, R.A.De Mel Mawatha, Colombo 3.  He was to write to Minister in charge of Urban Development Authority, Dinesh Gunawardena on May 27, 2004 seeking a waiver of an additional payment to the UDA for exceeding floor area ratio of an amended building plan.
Earlier on July 31, 2002 the UDA had already refused permission to build on these premises on the basis that the proposed building was not in conformity with regulations as the floor area ratio exceeded the regulatory requirement. The letter refusing permission was signed by (Mrs) W.D.S. Indrasiri, director (enforcement)UDA and the letter was addressed to Mr I Seneviratne, No.481, Galle Road Colombo 3.
It was only in 2004 that the property was bought over by Kamil Kuthubdeen together with the UDA restrictions in place. However he was not willing to be irritated by regulations and what not. And he immediately wrote to Minister Gunawardena a letter impatient in every detail. "After making purchase consideration for the premises, I now understand that the UDA has kept the approval of the final amended building plan pending in seeking an additional payment to UDA on grounds of exceeding floor ratio etc."
"I seek your intervention," Kuthubdeen demands, "In seeking a waiver of this additional payment as I find it unbearable. Your favourable directive on this matter would be greatly appreciated."
While the young Kamil was using his political clout on the one hand he was exploiting his business connections on the other. Informed sources told The Sunday Leader that Kuthubdeen allegedly used a Pettah money changer called Omar Khan to transfer the money he made through the VAT refunds out of the country.
After The Sunday Leader expose last Sunday (26) Omar Khan fled the country to Dubai via India. Kuthubdeen owns a three star 107 room hotel in Dubai called K Porte Inn at PO Box 55954 Al Rigga Street Deira, Dubai. Another luxury hotel is said to be under construction also in Dubai. Omar Khan’s brother in law, one Noordeen is Kuthubdeen’s partner at K Porte Inn and reportedly runs it for him.
But Kamil Kuthubdeen was not always so affluent.  Before 2002 he was so hard up for cash he borrowed money from a lady working at the British High Commission and was unable to pay it back. The said lady who had also borrowed money from certain other persons in order to help Kuthubdeen was embarrassed by it all and later slipped out to England herself. It is not immediately clear whether she was repaid or otherwise later on.
Be that as it may it was not always a case of money bags for the young businessman. Meanwhile he was also a dealer for Mobitel in the late 1990s and in 2000. After the UNP’s rise to power in December 2001 young Kuthubdeen used his connections with Imtiyaz Bakeer Markar to rise up in the world and make considerable in roads. Imtiyaz Bakeer Markar was minister of telecommunications while Thilanga Sumathipala at the time was chairman, Telecom.
It was during this period that Kuthubdeen got into the business of call termination, a lucrative telecommunications side line especially dealing with low cost calling cards. An operation not strictly legal since it deprives legitimate dues to the state. The system is called Voice Over Internet Protocol (VOIP) and is a cheap way to make overseas calls.

At the same time under the auspices of his political friends and relations he started to dabble in the pharmaceutical business. It was during this period that the VAT scam was also beginning to gather momentum.  According to the CID evidence available so far the period in which 235 cheques for the sum of Rs. 3.57 billion was issued was November 15, 2002 to August 24, 2004."

Lalith De Silva to pay for the damages

From Lankanewsweb
As we promised to expose more corruptions at Sri Lanka Telecom and Mobitel, information are pouring in to that effect and the story here is about how Mr. Lalith De Silva as Group Chief Executive Officer at SLT has mislead the chairman and the Board of directors to fulfil his money hunger through clear violation of tender procedures.

We wonder if things in SLT continue to be like this, the new chairman and the Board of directors with newly appointed Government members are faced with numerous questions to answer; what will be the fate of the interest of the shareholders? What will happen to the share price of SLT in the capital markets? Who will have confidence to invest in such a corrupt company? And also, what will happen to the company who currently provided livelihood for hundreds of thousands of people directly and indirectly?
This story is about the manipulation that has taken place in the SLT Tender to purchase Wi-Fi Hotspots. 30th April 2014 was the original cut-off date for the bidders to submit the final offer for the above tender. However, further to SLT’s request, Huawei and ZTE submitted revised offers on 16th June 2014, where Huawei reduced original bid price by USD 4.45M. Meanwhile ZTE’s price was increased by USD 8.80M for missing items claimed by them, despite the fact that there was a clear declaration in the tender stating that “Declaration-The BOQ provides the fully blown solution proposed in the Bid. No any additional Equipment/Items for future upgrades within the period of 5 years. If by any chance if any components/equipment are required it should be on a FOC basis. This declaration should be contained in your proposal”. The quoted prices and the scopes indicated by the two vendors in terms of number of base stations are depicted in the following table;

To everyone’s surprise, SLT commercial evaluation team notified the acceptance of ZTE’s increased offer submitted on 16th June 2014, despite the declaration, whilst declining to accept Huawei’s price reduction.
Despite the cost damages and pricing facts, the situation got worsened when in an internal report SLT commercial evaluation team claimed that only the prices up to 30th April 2014 were considered, in order to hide the truth and to mislead the Board of Directors. In this scenario, the final calculated prices in the internal report (factoring 1555 base stations) were as follows:

SLT internal sources says, the USD 63.83M is not an official submission by Huawei to SLT to the said tender but merely an internal calculation done by SLT officials who were involved in the project evaluation. It will be interesting to everyone to find out who gobbled the kickbacks from this project. For sure the project team would have the blessing of some unforeseen power of influencer/s to do it and for them to have immunity. But, with the corruptions of GCEO Mr. Lalith de Silva are surfacing in numbers, SLT officers now come out to wipe out their hands. According to them GCEO Mr. Lalith de Silva has forced the evaluation team to do these silly modifications to substantiate and justify an excuse for the price increase of USD 8.8M of ZTE from the previous submission of 30th April 2014 for misleading the members of the board of directors. Huawei’s official price in its last submission on the 16thof June still remains as USD 54.82M which is USD 2M lesser than ZTE.
It is learnt that, thus far, SLT has failed to provide any satisfactory official clarification to numerous queries by Huawei in both electronic and printed form. Instead of providing clarifications, SLT cancelled Huawei’s Letter of Intent-LoI (Only 30% was awarded to Huawei), and issued a LOI to ALU while Huawei’s LoI was still effective.
Furthermore, we believe that already the benefits have been shared with the people who helped ZTE at least partially by now withMr. Lalith De Silva playing the main role. Why the New Chairman KumarasingheSirisenais trying to protect this corrupt individual remains a question that is intriguing. As per the information received, already the two Purchase Orders have been given to the supplier amounting to 200 base stations. We assume the respective benefits have been also been fulfilled on success basis.
It is true that everything is now setup to replace this corrupt GCEO at the end of the month. But,SLT officers claim that Lalith De Silva should pay for the damages caused to this prestigious blue chip company through his mismanagement and malpractices by keeping the employees and customers as hostages, without letting him to escape freely.

SLT / CEO stooge of MARA in safe hands plans to visit Barcelona.

Lalith De Silva CEO of SLT was appointed by former President Mahinda Rajapaksha to SLT violating rule of Law in this country .He was kicked out from Mobitel CEO position in year 2004 which he claimed compensation. A man who claimed compensations is been appointed to the parent company SLTof Mobitel by the MARA regime is a deliberate violation of rule of law.
However he is so fortunate to remain in safe hands under "Yaha Palanaya" by wearing number of talismans on his chest. The Chairman Mr. P.G. Kumarasingha (brother of the president Maithripala) is in a rampage in protecting the CEO against all misconducts he committed towards the victory of Mahinda Rajapaksha. He blatantly defends and protects the complicit killer opponent of his own brother who shared the same placenta & cord in the womb of one mother. Lalith has been able to mesmerized the chairman by offering a brand new Monetro along with a residence from JAIC Hilton tower. This kind of bribes has change the mind of the chairman to speak in favor of the CEO at any moment as a result of the talisman happen to be working properly against all wrong doings. As a matter of fact the Chairman has completely forgotten the death, consequence his brother would have faced if MARA by chance won the election.

In view of this intimacy both the Chairman and CEO has joined hands to leave for the Barcelona Mobile Congress Conference which is scheduled to be held from March 3rd to 5th this year .
However a board meeting is scheduled on the 27th February in SLT with drastic changes speculated to be in agenda. This board meeting coincides with the day of departure of the duo to Barcelona. Hope that the Board Directors would hold the meeting as scheduled since employee are eager to see that the much learned board directors’ including Maxis directors would take vital decisions to salvage SLT from the clutches of MARA stooges & cronies.
This meeting would be a huge tug of war as the chairman would throw all trumps to defend the CEO's position due to the effect of talismans worn by new buddy, the brothers’ attempted killer in complicity. Nevertheless the decision speculated to be taken at the Director Board meeting would open a new era for SLT in this contemporary society by defeating all effects of the talismans as they looks caught by the evil spirit in debilitating its divine power.

Lalith de Silva of Srilanka Telecom has suddenly becomes a Maithri Follower!

CEO of Sri Lanka Telecom has had a transformation of mammoth proportions has become a ardent follower of the President Maithripala Sirisena.

During the recently concluded elections SLT has spent Millions of Rupees on promoting the Ex President Rajapakse. Mr Lalith de Silva is using his friends close to the President by sending messages via them explaining that he was always supporting the Maithri faction privately in a very enthusiastic way.

He has taken steps to remove all Pictures & momento's  connecting him to Ex President from his office. In palce his displayed the pictures of the President.

During the election he has arranged SLT to print half a million calendars promoting the ex president. Also he has got SLT to print over million copies of promotional booklets for the ex president. This work was done in addition to the advertisements appearing in the newspapers promoting the ex President in a very open manner.

Also he provided all technical facilities to BBS in their activities in spreading rumors about President Sirisena's campaign detrimental to the election. Also he made all facilities for SMS campaign of ex president Rajapakse. He provided 12 SLT employees for this SMS campaign free of charge.

It has been reliably informed that he is paid over Three Million rupees per month. SLT is a company with 53% SL government holding, therefore it is hoped corrupt officials of this nature will not be tolerated under President Sirisena's  rule.  Hope President Sirisena will be briefed on these unethical activities of Mr Lalith de Silva.
