On this 200th anniversary of the Sinhale – British 1815 pact (signed on 2 March 1815), it is not too late for the British to apologise to the direct descendants of the Sinahala Buddhist families that suffered from their brutal carnage. The atrocities committed were crimes against humanity of unimaginable proportions. It is not too late for the British to pay compensation to the direct descendants of their atrocities – a recommendation made by the Sinhala Commission in the early 2000s.

( June 27, 2015, Colombo, Sri Lanka Guardian) By late 18th Century, the mighty British were ruiling pockets of Sri Lanka; despite strenuous attempts they were unsuccessful in taking over the whole country. During this time they had taken over the reins from the Dutch, yet, a major portion of the country was ruled and controlled by the Sinhala, Buddhist Kingdom from ‘Mahanuwera’. The Kingdom’s northern boundary extended to the current day, Elephant Pass.
True, the King, Sri Wickrama Rajasinghe, was not a native Sinhalese (a Tamil speaking Telugu from South India), but, he carried out his duties as a true Sinhala Buddhist. Being nephew of the King, Sri Rajadhi Rajasinghe (1782–1798), Prince, Kannasamy Nayaka (ascended to the throne as Sri Wickrama Rajasinghe) was raised in Sri Lanka and was brought up as a Sinhala, Buddhist. Upon the demise of his uncle, Kannasamy Nayaka was handpicked as the King of ‘Thun Sinhale’ by Sri Rajadhi Rajasinghe’s Prime Minister (‘Maha Adhikaram’), Pilimathalawe. It was Sri Wickrama Rajasinghe that gave further high prominence to ‘Dalada Perahera’; he modernised the Dalada Maligawa where among other things he built the magnificent ‘Paththiriuppuwa’, ‘Wahalkada’ and beautiful temple ponds. By way of ‘Nindagam’ he donated more land to the Dalada Maligawa. The work to construct the Kandy Lake to its tremendous glory, as seen today, was another achievement by the King.
The aristocratic Sinhala, Buddhist leaders of the Upcountry conspired with the British to bring the King’s downfall. Those who were in the forefront of the conspiracy such as Ehelepola (nephew of Pilimathalawe), Eknaligoda, Molligoda, Galagoda Adhikaram et al foolishly thought that after removing the King, the British would hand power to them, on a platter. The British always had other ideas. Though mightiest of all the then Empires – ruled under the iron fist of George III, Sri Lanka was one of the few places that it failed to capture wholesomely. For closer to 20 years, hundreds of British troops sacrificed their lives in several of their unsuccessful attempts to capture the Kandyan kingdom. Each of their attempts was unsuccessful. The wars waged by the Governors Frederick North, Thomas Maitland and Robert Brownrigg are noteworthy.
After the 1815 Sinhala-British pact was signed (the Kandyan Convention), the British did not respect/honour the document. One could say they regarded it useless than the paper it was written on.
When the Sinhalese realised the mistake and their foolish act, all was too late.
In the latter part of his kingdom, the King also did stupid things. In 1814, the King did the stupid act of killing Ehelapola’s wife and children (Ehelepola was rebelling against the King in Sabaragamuwa); this along with his other eccentric acts perpetrated under the influence of heavy alcohol – whiskey (introduced to him by the British, through Sinhala aristocrats), tainted the reputation the King had among his subjects. For majority of the reign (1798 – 1815), Sri Wickrama Rajasinghe was a reasonably good King, but, his rule was full of turbulence. Often he faced opposition from his aristocratic Sinhala Buddhist Ministers (Adhikarams). Upon realization that the Ministers were adamant in hounding him down and that he had no getaway, Sri Wickrama Rajasinghe became ‘mad’ and eccentric. But, he never betrayed his nation and the religion. Throughout his reign, he kept the powerful British army away from the kingdom. This is a remarkable achievement.
If the Sinahala Buddhists wanted to overthrow Sri Wickrama Rajasinghe, they should have conspired against him themselves, rather than conniving with the British.
They had not learnt a lesson from the previous similar pacts the Sinhala kings had with the Portuguese and the Dutch.
After the King fled to Hanguranketha in January 1815, the aristocrats, if smart, could have captured the kingdom themselves (true, the King held the custody of the sacred Tooth Relic). Instead, they (led by Ehelepola), foolishly decided to hand the country to the British, precisely, on 10 March 1815.
A regal act of the King was that he never bowed down to the British, even after his capture. When he was captured from his hideout in ‘Meda Mahanuwera’ , he refused to walk, but, demanded ‘dolawas’ for him and his wives (2). The British obeyed; though some Sinhala leaders like Eknaligoda insulted him. Before repatriation to India, the King made a powerful speech to the British officials in Colombo, asserting that he would not accept their annexation of his kingdom and that he was still the King of ‘Kanda Udarata’ (Thun Sinahale). At this meeting he also stated he did not order the pounding of Ehelepola’s infant son in a rice pounder (wangediya). He foolishly tried to justify the gruesome murders of Ehelepola’s wife, his daughters and the sister-in-law by drowning them in Kandy lake (a despicable crime); stating that he only carried out an ancient custom.   He alleged Ehelepola was forewarned about the executions, and that Ehelepola purposely decided to remain in Sabaragamuwa.
The writer states it was a stupid act by the aristocrats to seek Britain’s help to overthrow the King. They did not seem to have the intelligence/wisdom to fathom that the British rule would be more torturous than that of the King’s. When they realised the real brutality of the British, happened more or less immediately after the pact; as stated before, all was too late. Hundreds and thousands of innocent Sinhala Buddhists , notably in Wellassa, were massacred by the British from 1815 to 1818. They even killed some of the aristocrats who helped them to capture power, including Weera Keppetipola, who was a signatory to the Kandyan Convention (Keppetipola, albeit too late, led a spectacular rebellion against the British in 1818 where he displayed exceptional heroism). Even the main aristocratic leader, Ehelepola was captured and imprisoned (in Mauritius).

Pre-election political opinion poll: People upbeat under Maithri- Ranil rule

( June 28, 2015, Colombo, Sri Lanka Guardian) As the country moves towards parliamentary elections in August, the latest political opinion poll shows a broadly upbeat public mood although the economy remains the irritant. In a survey taken earlier this month across the island from Jaffna to Hambantota and Colombo to Batticaloa, over 90 per cent of those surveyed from among all ethnic communities felt that ethnic harmony measures are important and also that the security of ethnic communities has improved when compared with last year.
The survey titled “Political Weather Analysis : Survey on Current Political Trends” was conducted by the Social Science Association (SSA) with 1,500 households across 22 electoral districts Using rigorous sampling and field methodology, the survey captured the opinions of individuals from all major ethnic communities – Sinhala, Tamil, Muslim and Up-Country Tamil – and, from all major religious groups in the country, the Report, undertaken in early June, said.
Almost half of the participants, when thinking of the country’s current political environment, felt that they were more free compared with last year. Another 37% believe that there is no difference in this regard.
Inter-ethnic war mongers, mainly small groups, may have led noisy public protests in recent years but this agitation does not seem to have deterred most people of all ethnic groups from feeling that the current political dispensation has helped communal harmony and improved social security.
The Report says: When asked to assess their family’s economic situation compared to one year ago, 37.5% of the respondents say that it has improved, while 38% claim that it has remained unchanged.
The positive evaluation of the family’s economic condition is markedly higher among the minority ethnic communities.
Almost half of the participants, when thinking of the country’s current political environment, feel that they are more free compared to last year. Another 37% believe that there is no difference in this regard.
However, only 9% of the participants state that they feel less free in the current political environment, compared to one year ago. While a majority of Sinhalese feel that there is no change in the status quo, an overwhelming number of minority ethnic communities (Tamil 82%, Muslim 68%, Up Country Tamil 72%) state that the political environment today allows them more freedom, compared to a year ago.
Mixed reactions
In general, a majority express their satisfaction with the performance of the present Government, under President Mithripala Sirisena and Prime Minister Ranil Wickremesinghe.
However, one third of the respondents state that they are dissatisfied. While overwhelming numbers of the minority ethnic communities express their satisfaction (Tamil 83%, Muslim 87%, Up-Country Tamil 84%), with the performance of the present Government with regard to development, the Sinhala community expresses mixed reactions, with 42% claiming to be satisfied, and 46% claiming they are dissatisfied.
Interestingly, the survey indicates that 71% of the respondents are unaware of arguably the most significant achievement of the Maithripala Sirisena government, which was to pass the 19th Amendment to the Constitution. This lack of awareness is higher among the Sinhala community (79%) compared to minority communities, while more Tamils seem to have developed an awareness (28%).
Those who claim to be aware of the 19th Amendment seem to have noticed the limits imposed on the president, such as the limit to the number of terms an individual can hold the office of President, the limit to the duration of the term of the office of the President and the reduction of presidential immunity. In addition, 12.5% who are aware of the 19th Amendment mention the establishment of independent Commissions as a feature of it.
Seventy five percent of those who were aware of the passage of the 19th Amendment believe that it will have a positive impact on the future of the country.
An overwhelming majority of all ethnic groups who are aware of the passage of the 19th Amendment share this positive view. However, 9.1% of the respondents believe it will have a negative impact on the future of the country. This opinion is mainly entertained by the Sinhala community.
When asked to comment on the level of media freedom in the country compared to one year ago, 60% of the respondents claimed that the situation has improved, and that there is greater media freedom today. While 50% of Sinhalese respondents hold this positive view, the percentage of minorities who are of this view is significantly higher (Tamil 79%, Muslim 69%, UpCountry Tamil 80%).
Positive turn
According to the survey findings, 43% of the respondents claim that there has been a certain decline in the cost of living when compared to a year ago, while another 25% claim that the cost of living in the country has remained unchanged. This figure is markedly higher among the minority communities with 66% of Tamils, 57% of Muslims and 52% of Up Country Tamils reporting a favourable change over the last year. However, only 35% of the Sinhala respondents hold a similar view.
The survey indicates that 20% of all respondents believe that there has been a movement in a positive direction in terms of infrastructure development, with a further 28% claiming that the status quo has remained unchanged in this regard.
Thirty-one percent report that they cannot be satisfied with the level of infrastructure development happening currently, as against a year ago. It appears that a sizable number of the minority ethnic communities (53% of Tamils, 35% of Muslims and 27% Up Country Tamils) believe that there is greater infrastructure development today rather than a year ago, while only 10% of Sinhalese share this view. Almost 50% of the respondents report that the Rule of Law in the country has taken a positive turn compared to the previous year, while another 25% claim that there has been no change in the situation.
While 41% Sinhalese note this improvement in the Rule of Law, more than 50% of all minority communities (Tamil 71%, Muslim 58%, Up Country Tamil 56%) share the same view.
Forty percent of the respondents claim that Sri Lanka’s Foreign Relations have improved compared to one year ago. However, 33% claim that they are unaware of the country’s foreign relations. Interestingly, only 33% of Sinhalese subscribe to this view, while 55% of Tamils, 44% of Muslims and 53% of Up Country Tamils make this positive claim.
Regardless of ethnicity, 49% of respondents are of the belief that the interests of their particular ethnicity is, better served now compared to one year ago. Another 27% claim that the situation remains unchanged in this regard. However, only 33% of Sinhalese feel that the interests of their community are more ensured now compared to a year ago, whereas a very significant component of the minority participants (Tamils 79%, Muslims 79%, Up Country Tamils 61%) opine that their interests are more ensured now compared to the previous year. Mention must also be made of the fact that 35% of Sinhalese feel that the situation is unchanged.
A similar view may be observed in relation to the respondents’ stance regarding the extent to which the interests of their particular religious communities have been ensured today compared to a year ago, with 51% responding in the affirmative. 29% state that things are unchanged , while only 37% of Buddhists state that the interests of their religious community are better ensured today.
A much higher proportion of respondents among the minority religious communities (68% of Hindus, 80% of Muslims, 57% of Catholics and 65% of Christians) feel the same way.
A reasonable portion of the population (41%) states that the well-being of the army is better ensured today compared to one year ago, while 22% feel that nothing has changed. There is no significant difference in this view across ethnic communities, as the data indicates that 41% of Sinhalese, 35% of Tamils, 43% of Muslims and 39% of Up Country Tamils share the view.
When asked whether relationships between ethnic communities will improve under Maithripala Sirisena’s presidency, 68% were hopeful it would, while 15% claim that things will remain the same in future. This optimism is not shared in equal measure among the Sinhala community (42%) as compared to minority communities (Tamil 74%, Muslim 84%, Up Country Tamil 87%).
As per the survey findings, 84% of the participants agree that the government should intervene more to ensure the rights of the minority.
While 79% (which is the lowest percentage) of the Sinhalese respondents are of this view, 90% of the Tamil community, 89% of the Muslim community and 88% of the Up Country Tamil community feel the same way.
Similarly, 90% of the respondents agree that the government needs to do more to ensure livelihood security of war affected individuals in the North and East of the country. There is very little difference to be observed among ethnic communities on this issue with 89% of Sinhala, 90% Tamils and 89% Muslims and 97% Up Country Tamil expressing their agreement.
When asked whether they agree with the statement “After the conclusion of the war, the interests of the Sinhala community has been ignored,” a very small number of participants (16%) agreed, while 68% of the respondents disagreed.
Interestingly, it is the Sinhala community who disagrees most (71%) about the interests of the Sinhala community being undermined after the war.

Sri Lanka President dashes Rajapaksa PM hopes; Mahinda to go it alone

ECONOMYNEXT - President Maithripala Sirisena today ruled out granting nominations to former strongman Mahinda Rajapaksa to contest as a prime ministerial candidate at up coming general elections.

President Sirisena in a special announcement broadcast over state television, rejected opposition-initiated reports that the former president will make a come back as a prime ministerial candidate from the United People's Freedom Alliance (UPFA).

State Rupavahni interrupted its regular programing to announce that  President Sirisena had not recognised his arch rival as a UPFA prime ministerial candidate. Nor has the President agreed to make him prime minister at any stage.

President Sirisena is the leader of the UPFA as well as its main constituent party, the Sri Lanka Freedom Party (SLFP). The SLFP  wil conclude its nominations lists by Friday the 3rd, Sirisena said in a further statement issued to news organisations later in the evening.

There had been talks between representatives of President Sirisena and former leader Rajapaksa in Kandy today, but the talks were inconclusive.

However, former media minister Keheliya Rambukwella told reporters that the talks had progressed well with one glitch over Rajapaksa demanding to be the main PM candidate.

It had been an emphatic no from Sirisena and sources close to Rajapakse said he was due to announce his entry back into main stream politics tomorrow.

Rajapaksa has organised a press conference at his Medamulana home where he is expected to announce his candidature at the August 18 election as the leader of a new political alliance.

"This will be somewhat similar to president Sirisena's entry into the presidential election from the Swan symbol," a source close to Rajapaksa said.

This means Rajapaksa will be competing directly with the Sirisena-led UPFA leading to a further split in the SLFP/UPFA combo.

Any further erosion of the UPFA/SLFP base would be advantageous to Prime Minister Ranil Wickremesinghe who has openly challenged Rajapaksa to enter the fray.

Meanwhile, the Tamil National Alliance said their four-party Tamil coalition will contest the August 18 election keeping its coalition in tact despite fears that some may try to contest on their own after leaving the TNA.

"We have now worked out our arrangement and it is clear that the TNA will contest as one entity and we are confident of retaining out 14 seats," TNA former Jaffna MP, Suresh Premachandran said.
   
"We may be able to increase our number up to about 17 and we will be a formidable force in the next parliament," he added.

The TNA remaining as a single entity will give them a bigger role in the next parliament and may even make them king makers if no party gets 113 seats in the 225-member parliament to have a simple majority.

MR not named Prime Ministerial candidate: President

Sri Lanka Freedom Party Chairman and President Maithripala Sirisena has not decided to accept or nominate former president Mahinda Rajapaksa as the Prime Ministerial candidate at the next general election, President’s media unit said today. 

Issuing a statement it said if the UPFA won the election, the Prime Minister would be appointed after consulting MPs elected to parliament. 

The release said no candidate fielded by the Sri Lanka Freedom Party had been nominated as the prime ministerial candidate and that President Sirisena had not agreed about the prime ministerial candidacy.

Radical Sinhalese-Buddhist Outfit Takes Political Avatar as 'BJP'

COLOMBO: Sri Lankan politics has now got a new player, the Budhu Jana Peramuna (BJP), an offshoot of the radical Sinhalese-Buddhist organization Bodu Bala Sena (BBS).Translated into English as “Intelligent Peoples’ Front”, the BJP will be contesting the August 17 parliamentary elections from at least 15 districts which have a Sinhalese-Buddhist majority.
Ven. Galagoda Aththe Gnanasara Thero, General Secretary of the parent body, the Bodu Bala Sena (BBS) told the media here on Tuesday, that the BJP will represent the country’s Sinhalese Buddhist majority in parliament.
“While we have many small parties representing the Tamils and the Muslims, we do not have anyone representing the Sinhalese. Minority parties representing the Tamils and Muslims are also pressurizing the government. We need to change all this,” he said.
The King Cobra (Naga) will be the BJP’s election symbol, the monk-politician said. The Naga is a sacred symbol found in all Buddhist temples and is worshiped as the source of intelligence and power.
However, the CEO of the BBS, Dilantha Withanage told Express that the BJP will be a non-communal party, which is why it is called Budhu Jana Peramuna (Intelligent Peoples’ Front) and not Bodu Bala Sena (The Army of Buddhist Power).  The BJP is  open to all ethnic groups and creeds, he stressed.
“The BJP’s aims are anything but communal. It is pledged to work for economic development, peace, reconciliation, national unity and nation security,” he said.
Since the BJP is not a registered political party yet, it will have to contest the August 17 elections under the banner of a registered party which is the Eksath Lanka Mahasabhawa (ELM), Withanage said.
“The BBS will remain to pursue its social objectives. The BJP will be its political wing,” he clarified.
Political observers feel that the BBS is taking a second identity to brush under the carpet its unsavory track record as an anti-Muslim, Sinhalese Buddhist communal outfit allied to the authoritarian Mahinda Rajapaksa regime till the latter’s ouster early this year. The BBS is believed to have contributed to the alienation of the Muslims (8 percent of the Lankan population) from Rajapaksa and his subsequent defeat in the January 8 Presidential election.
During Rajapaksa’s rule, the BBS had led a successful campaign against “Halal” certification. It had also campaigned against the Hijab on security grounds. More recently, it petitioned the Central Bank to stop Islamic banking.

Criminal probe for Sri Lanka Insurance Corporation, Litro Gas hotel deal

ECONOMYNEXT - A criminal probe will be initiated into alleged procurement fraud and mis-appropriation of hundreds of millions of rupees at a unit of state-run Sri Lanka Insurance Corporation group which is building a 27 billion rupee hotel in Colombo, officials said.
"They have not followed government procurement processes," Chairman Hemaka Amarasuriya told reporters in Colombo.
"In procurement activities they have totally dis-regarded processes. There is no corporate governance, no respect for rules and regulations. No audit committee. No risk committee."
SLIC had invested 8.5 billion rupees in Canwill Holdings (Pvt) Ltd, an investment vehicle which in turn controlled SinoLanka Hotels and Spa, a firm with land and building expropriated from the Ceylinco group, which is expected to house a Grand Hyatt hotel in 2017.
SLIC unit Litro Gas held another 23 percent in Canwill with a 5 billion rupee investment and the Employees Provident Fund another 23 percent with a 5.0 billion rupee equity investment.
A forensic audit has uncovered evidence of padded contracts, mis-appropriation of hundreds of millions of rupees without board approval and awarding deals without competitive tender involving a hotel project, where the SLIC group had invested, officials told reporters.
The group had also initiated another hotel project in Hambantota, where 300 million rupees had been.
Evidence uncovered so far will be handed over to the police criminal investigation department, Chairman Hemaka Amarasuriya said.
Amarasuriya said the new board had cancelled a series of contracts awarded without competitive tender.
About 100 million rupees had been reduced from existing contracts by negotiation and the new board was hoping to slash another 150 million rupees.
Contracts apparently awarded by personal negotiation appeared to be padded Amarasuriya said.
Former SLIC Chairman Gamini Senarath and Managing Director Piyadasa Kudabalage had spent money without board approval apparently by email communication, during the ousted Rajapaksa administration officials alleged.
Both Sri Lanka Insurance and Litro Gas were privatized entities which was taken back to the state providing opportunities for corruption.
SinoLanka Hotels had also bought three blocks of land bordering the hotel from private parties at prices higher than the government valuation. The government valuation had also been increased three times in succession.
In one case a land had been valued at 191 million rupees in January 09, 2013, 253 million rupees on October 27 and 260 million rupees on November 22 for which eventually 270 million rupees had been paid.
"How the prices went up is a mystery," Amarasuriya said.
Managing Director Piyadasa Kudabalage had drawn multiple salaries from SLIC and its subsidiaries totalling 3.4 million rupees, an official said.
Litro Gas Executive Chairman Shalila Moonasinghe said Kudabalage had drawn 1.19 million rupees a month for Sri Lanka Insurance, 1.3 million rupees from Litro Gas, 450,000 rupees from Litro Gas Terminals and 500,000 rupees from Canwill Holdings.
His son who had been employed at the group had been given a 10,000 rupee phone allowance, while senior engineers were given only 1,500 rupees, they were told.

No nominations from Maithri for Mahinda!

President Maithripala Sirisena has reached a firm stance that his predecessor Mahinda Rajapaksa would not be given the prime ministerial candidature or nominations from the SLFP at the upcoming general election, reports say.
Leaders of Tamil, Muslim and leftist parties met the president (29) yesterday for a discussion, where the president listened to their request and stressed his stance, said United Left Front secretary Lal Wijenayake.
Meanwhile, several minority parties have asked the eight-member committee tasked by president Sirisena with obtaining the support of all parties to the UPFA have asked that Rajapaksa be not named its prime ministerial candidate.
Leaders of nine minority community parties met this committee yesterday for talks.
Tamil and Muslim parties are totally against giving nominations to Rajapaksa, but said it would not be a problem if his assistance is obtained towards the victory of the UPFA.
They stressed that the UPFA should contest the election under the leadership of president Sirisena, but not a defeated politician.
This committee, comprising S.B. Dissanayake, Lakshman Yapa Abeywardena, Mahinda Amaraweera, Rajitha Senaratne, Mahinda Samarasinghe, Reginald Cooray, Sarath Amunugama and Thilanga Sumathipala is due to meet several other parties today.

Pro-Mahinda faction to contest from 'Sri Lanka Jathika Balaya'

Although former President Mahinda Rajapaksa had earlier expected to contest the General election as Prime ministerial candidate under the 'Betel leaf' symbol, he and his followers have reportedly decided to contest under the ticket of 'Sri Lanka Jathika Balaya', if the 'Maithri faction' opposes to Rajapaksa's original plan.
At the present, the registered political party - 'Deshapremi Jathika Peramuna' has been renamed as the 'Sri Lanka Jathika Balaya' for this purpose.
Piyasiri Wijenayake, a close aide of former minister Wimal Weerawansa has been named as the secretary of the  'Sri Lanka Jathika Balaya'.
 
National Lists 
The finalising of the party candidate list had begun on June 28 at the house in Edirisinghe Road, Mirihana, where Rajapaksa is currently residing.
 
Speaking, a UPFA leader said that the list includes those who are backing the movement pushing Rajapaksa for the UPFA PM candidacy.
 
Around 100 UPFA members led by Mahinda Rajapaksa will contest the General election, he said adding that Rajapaksa will declare his intention to contest the election, tomorrow (01).

‘Country or party? – decision is with Maithri’ - Minister Arjuna Ranatunga

President Maithripala Sirisena will be going against the public mandate he received on January 08 if he allows his predecessor Mahinda Rajapaksa to contest the upcoming general election, says SLFP minister Arjuna Ranatunga.
The president’s decision regarding Rajapaksa will make or break the respect and trust placed in him by the group of SLFPers who have been supporting him, the minister has told BBC Sandeshaya.
If president Sirisena allows the ex-president and his gang to return, they will not allow him to last very long, he said, and asked as to how he could breach the trust placed in him by Rajitha Senaratne, Duminda Dissanayake, former president Chandrika Kumaratunga and others.
Minister Ranatunga went onto say that Rajapaksa and his supporters were provoking communalism in the country through their politics, and president Sirisena cannot engage with such persons.
He also said the president loves the SLFP which he wants to protect, but it is far more important to protect the country than protecting a party.
Not giving nominations to Rajapaksa will break the SLFP into two factions having good and bad people, he said.
Even if the people defeat us and elect a UNP government, at least they will have respect for president Sirisena for having eliminated the thieves and the corrupt before his defeat, he said.
He added that he would have to take a firm decision whether to remain in the party any longer if Rajapaksa is given nominations.

Buddhist monk promotes peace through release of anti-nuclear manga in Sri Lanka

With his home country of Sri Lanka having been embroiled in decades-long conflicts, Thalangalle Somasiri felt moved after reading the manga series “Hadashi no Gen” (Barefoot Gen), which depicts the aftermath of the atomic bombing of Hiroshima.
The peace-loving Buddhist monk released volumes 1 and 2 of "Hadashi no Gen" in Sri Lanka this spring after translating them into Shinhalese, one of the country's widely spoken languages.
Somasiri, 55, is the chief priest of one of the most famous temples in Sri Lanka called Sama Maha Viharaya, known as "Heiwa dera" (peace temple) in Japanese, in the suburb of Colombo, the former capital of the country.
He visits Japan a few times a year and participates in Buddhist missionary outreach to compatriots at Lankaji temple in Katori, Chiba Prefecture, located near Narita International Airport.
At age 12, Somasiri entered the Buddhist priesthood. He came to Japan for the first time in 1988 to study at Taisho University in Tokyo. He has published Japanese textbooks and books about old Japanese tales in Sri Lanka. Somasiri is also a member of the Japan P.E.N. Club, a gathering of writers seeking peace and championing freedom of expression.
Last summer, Yoko Matsubayashi, a 76-year-old Buddhist nun living in Yokohama whom Somasiri has long known and calls his “mother,” introduced him to the "Hadashi no Gen" series.
Somasiri soon finished reading the manga, written by Keiji Nakazawa (1939-2012), which is about the author’s own experiences depicted through the protagonist, Gen, as a survivor of the atomic bombing of Hiroshima on Aug. 6, 1945.
“The attitude of Gen trying hard in his life teaches us the significance of peace and courage,” said Somasiri.
Conflicts in his home country persisted for about 25 years up until six years ago. More than 70,000 people are reported to have been killed in the combat and terrorism, and Somasiri’s temple provided a temporary shelter to about 20 children orphaned by the violence, and other victims of the chaos.
Moved by the manga series, Somasiri revisited the Atomic Bomb Dome and the Hiroshima Peace Memorial Museum in Hiroshima last autumn. Those experiences cemented his determination to translate the series to make it available in Sri Lanka.
To do so, Somasiri awoke two hours earlier in the morning than usual and worked on the translation of the manga until 5 a.m., when he performs Buddhist chants as a daily service. Somasiri said he asked Matsubayashi the meaning of words expressed in a Hiroshima dialect and Japanese slang in the manga via an Internet call.
At the end of March, Somasiri was celebrated for the first publication of the Shinhalese editions of "Hadashi no Gen" at the Lankaji temple. Matsubayashi also joined the celebration there.
The monk set a goal of publishing all 10 volumes of the series in Sri Lanka within five years.
He also plans to translate “Nagasaki no Kane” (The Bells of Nagasaki), written by Takashi Nagai (1908-1951), a doctor, about his experiences as a survivor of the atomic bomb dropped on Nagasaki on Aug. 9, 1945.
“It is a duty for a religious person, like myself, to pray for peace,” said Somasiri.

‘Rajapaksa not preparing nominations’

Minister Rajitha Senaratne says neither Mahinda Rajapaksa nor his supporters has been entrusted with the task of preparing the SLFP’s nomination list for the upcoming general election.
He says rumours are being spread by a certain group who has misunderstood a request by the president to submit a list of nominations.
It is the president who will take the final decision with regard to the SLFP’s nominations, he said.
However, talks are underway unofficially to form an alliance of parties and forces that got together to elect Maithripala Sirisena as the president.
The UNP, at its working committee meeting recently, decided to contest under the elephant symbol.

Mahinda invites JHU

A leading supporter of Mahinda Rajapaksa has asked the JHU to forget enmities of the past and join with the UPFA as the SLFP has decided to work as a single entity at the general election.
When contacted, JHU spokesman Nishantha Sri Warnasinghe confirmed receiving such an invitation, but said his party was not in agreement to that proposal.
He stressed the importance of all parties who had got together to make Maithripala Sirisena the president to unite against the corrupt Rajapaksas who want to ride to power on the back of communalism.
The reason for this situation is that president Sirisena has reached an agreement with Rajapaksa and handed over the task of preparing the nomination lists to the Rajapaksa loyalists.
Severely inconvenienced by this, certain supporters of president Sirisena are visiting Rajapaksa’s home in Mirihana and trying to obtain nominations.

Minister with giant’s name not contesting

A good governance regime minister, whose first name is that of a giant of ancient kings, is not going to contest at the general election, reports say.
Instead, he is preparing to field his provincial councillor son.
In the past six months, the duo had made 40 foreign trips, and is hoping to make nine more before the election.
Both father and son had wasted more than Rs. 10 million of public money on these tours.

Maithri’s close ones to contest on UNP ticket

Several leading politicians close to president Maithripala Sirisena are holding talks to contest the general election on the UNP ticket, says Sirikotha sources.
These politicians are worried by the SLFP chairman’s decision to unite with Mahinda Rajapaksa loyalists to contest the polls.
According to SLFP sources, supporters of Rajapaksa have taken over the task of preparing the nomination lists of the party.
This has left the SLFP ministers and local government politicians such as Hirunika Premachandra in a quandary.
Meanwhile, the president summoned one of his advisors last Thursday and told him to instruct Anura Priyadarshana Yapa to be fair by Rajitha Senaratne, Champika Ranawaka and other supporters of his when preparing the nomination lists.

Basil is not contesting; on special duty

Former SLFP national organizer Basil Rajapaksa says he will neither contest the upcoming general election nor get appointed to parliament on the national list.
He told Sri Lanka Mirror, however, that he would support Mahinda Rajapaksa in his campaign.
Basil said he was not involved in the preparation of nominations of the SLFP, but said he was making contributions to ensure that the process would not divide the party.
According to him, both Maithripala Sirisena and Mahinda Rajapaksa want to prevent a division of the party.
But, both sides are opposing giving nominations to certain persons, he said, adding that he was involved in getting such issues sorted out.
Basil said either Wimal Weerawansa or Udaya Gammanpila would be given nominations to contest on the UPFA ticket.
The SLFP should correct past mistakes and go forward without allowing for a division, he added.

Arjuna Mahendran reveals art of ‘Bondage’

Central Bank Governor Arjuna Mahendran Friday detailed the mechanics of artificial price depression and how bonds, private placements and artificial interest rate manipulation alleging that these are all linked to the previous government’s efforts at economic control.

The Governor, who has been accused by the opposition of having made a bad call with respect to a Treasury Bond auction in February said, " There are two allegations - one that I unnecessarily raised Rs. 10 bn. Instead of the advertised Rs. 1 bn. on February 27 as a result of which I purportedly raised interest rates in the country resulting in a loss to the government. The second is that my son-in-law was given priority."

Mahendran insisted that his son-in-law had resigned from his company even though he retained a shareholder position when Mahendran took up office as Central Bank Governor and said that Arjun Aloysius (the son-in-law) was not involved in operations of the company.

Explaining further, he said that when he took office on Jan. 23, it was evident to him that interest rates in Sri Lanka were at a very artificially depressed platform and attributed this to the way the Central Bank set its base rate.

He said: "I noticed something very peculiar in Sept. 2014.The Central Bank had announced a very curious monetary policy innovation whereby the re-purchase rate, which up to that point had been 6.5% was announced to apply on three days of a calendar month from the date of that announcement. On other days of the month, banks could avail only of a 5% repurchase rate."

He said that this was innovative and that he had not seen this anywhere else in the world.

"Effectively you had reduced the short end of the yield curve by 1.5 % with the stroke of a pen. Across the yield curve and therefore across all the maturities of bonds, the interests kept coming down. The way this was achieved was with captive institutions such as the EPF, the National Savings Bank, Insurance Corporations etc. were more or less forced by the Central Bank to subscribe to issues of these bonds and Treasury Bills at lower rates of interests than prevailed before."

Mahendran who worked in the Central Bank for 10 ten years since 1983 explained that one of the principal modes of effecting this was to avoid having public auctions of bonds. The standard methodology for issuing government bonds anywhere in the world is to have regular auctions, every week for some maturity or other. That had been dispensed with from September last year and in its place, was a system of private placements.

"This essentially was a mechanism to fix rates. Suppose you have an auction for a certain maturity every Tuesday of the month. If you miss one Tuesday you have to wait till the next Tuesday to purchase that maturity again through bids. In between, if I am let’s say an insurance company, and I have a lot of cash, I can go and buy it through a window we call a ‘tap’. The balance bonds from the previous auction can be sold to anyone, in between the auctions through the tap."

He further said that the tap had systematically become the norm while the auctions had been dispensed with.

On the day in question where Rs. 1 Bn worth of bonds were to be auctioned we decided to accept Rs. 13 bn because up to that point the private placement mechanics had not been able to raise the funds necessary for the business of government.

Explaining further the governor said, "The government sends us on a monthly basis, their cash flows, in terms of the cash they require to meet their obligations, given a month ahead. For the month of March 2015, the government needed Rs. 13.5 bn. Since the private placements had managed to raise only Rs. 3.5 bn , and we had a demand for almost Rs. 20 bn, in discussion with other officials we decided to accept 13.5 bn from the auction specially since officials in the public debt department had told me that it had been done before. "

The governor also explained that the Central Bank had found it difficult to raise money undershooting the government’s borrowing targets on 18 consecutive weeks previously.

This was carried out with the blessings of the "Monetary Board which is the governing board of the Central Bank," he explained further.

Sri Lanka's UNP fielding technocratic team for polls: Eran

COLOMBO (EconomyNext) - Sri Lanka's United National Party will field a team of technocrats with experience and knowledge in areas such economics, law and engineering, Deputy Investments Promotions Minister Eran Wickremaratne said.
"Many of these legislators joined politics around the same time as I did," Wickremeratne told reporters in Colombo.
"Ajith Perera is a lawyer, Niroshan Perera is an engineer, Sujeewa Senasinghe is a lawyer, then Harsha de Silva is an economist. Rosie Senanayake is a person who has been active in problems relating to women for a long time.
"It a technocratic team with experience."
Wickremaratne himself was a banker who ran a bank which maintain perhaps the highest capital adequacy ratio in the sector and also refused to register shareholders like Goldquest, despite their financial clout and political connection they had forged.
Questioned by reporters Wickremerante said countries did not go forward on the basis of one person.
Wickremeratne recalled the Cabinet of former UNP President JR Jayewardene, saying ministers like Gamini Dissanayake, Lalith Athulathmudali and current Prime Minister Ranil Wickremesinghe are remembered today for the Mahaweli program, Mahapola scholarship and industries.
"They were given the freedom to act," he said.
However reporters told Wickremaratne that none of the younger legislators were given even full ministries and the Prime Minister Wickremasinghe himself had taken over the Central Bank where a bond scandal has rocked the administration.
In free countries, where the state is not allowed to intervene too much in the lives of the people and people are freer and richer.
In most such countries the Prime Minister does not hold a key portfolio as he is expected to perform the role of the 'class monitor', therefore corruption is also at a lower level.
Wickremeratne said the current cabinet was a short term one made up for 100 days, and ministers were appointed on the basis of seniority.
"I also agreed with that decision," he said.
He in relation to the Central Bank bond deal, an internal inquiry was held and a parliaments Committee on Public Enterprises also inquired into it. He planned ask for the report to be published, even though the parliament was now dissolved.
"We have nothing to hide," he said.

Guaranteed price recipe for poor quality, Sri Lanka tea trade warns

COLOMBO (EconomyNext) – Sri Lanka’s tea trade has come out against a government guaranteed price scheme for tea leaves to help growers cope with the slump in prices, saying it would only encourage poor quality tea.

Anselm Perera, chairman of the Colombo Tea Traders Association, said cultivators and black tea manufacturers should strive to improve quality at a time of lower prices globally to attract more buyers to the island.

Producers must fine tune their production processes and improve quality so that better prices can be fetched at the Colombo auctions,  he told the CTTA’s 121st Annual General Meeting.

“The 80 rupee guaranteed price scheme will only encourage production of poor quality tea,” Perera said, noting that the availability of more inferior quality teas will only foster corruption.

The government needs to review the scheme and replace it with a business model that’s more commercially viable, he said.

The government introduced the floor price scheme after the steep fall in tea prices in recent months, part of a global slump in commodity prices.

Sri Lanka’s tea industry has also been hit hard by troubles in key markets like Russia and the Middle East which has caused demand to slacken. 

Rotary: Corrupt & Vicious: Questions For Governor Nominee – Ven. Somawansa Thero

Rotary International (RI) with a worldwide membership of around 1.2 Million in 34,000 Rotary clubs is one of the largest and most affluent NGOs in the world.
Rotary Sri Lanka is said to have about 1600 members in 61 Rotary Clubs.
RI solicits and receives massive worldwide public donations on the back of purporting to be a transparent and ethical entity. Its guiding principle is said to be its celebrated ‘Four-Way Test’ which includes ‘Is it the TRUTH?’ and ‘Is it FAIR to all concerned?’ It also claims to have a “written whistleblower policy”.
Apart from institutional donors, Rotary also receives substantial individual donations.
The Total Assets of RI as of 30 June 2013 is said to be in excess of US$ 1 BILLION.
In the aftermath of the Tsunami, Rotary Sri Lanka implemented with Tsunami donations a US $10 Million (Rupees One Billion) project captioned ‘Schools Re-awaken’ to rebuild/rehabilitate 25 Tsunami devastated schools with QUESTIONABLE ACCOUNTABILITY.
The cogent question is – does Rotary International have the INTEGRITY to be the CUSTODIAN for the massive funds it receives in TRUST?
The Rotary hierarchy in Sri Lanka and at world headquarters in the US have avoided answering mainly through FOUL MEANS amply substantiated in this exposé.

Has not Governor Nominee – Ven. Somawansa Thero by his continued SILENCE in the face of such corrupt and vicious practice, violated the Vinaya he is bound to uphold? Is it not also in conflict with the sublime precepts of METTA, KARUNA, MUDITA and UPEKKHA?
The following questions are posed to him and Rotary Sri Lanka Governor – Gowri Rajan. They are urged to respond without prevarication in the PUBLIC INTEREST.
“Private and Quiet”
1) Did not an INFLUENTIAL Rotary International Officer from Sri Lanka (‘RI OFFICER’) after breaching the mandatory Rotary ‘Code of Policies’ send an e-mail dated 27 April 2006 to then Sri Lanka District Governor with the following SCANDALOUS utterances?:
i) “keep this matter Private and quiet”
ii) “We just wanted our job done”
iii) “I had made submissions to the Trustees and Board”
2) Is not the blatant ‘COVER-UP’ far WORSE than the breach?
3) Does such an individual have the INTEGRITY to be a ROTARIAN let alone hold HIGH ROTARY OFFICE?
4) Is not the COMPLICITY of RI CONFIRMED by the SUBSEQUENT letter to the ‘RI OFFICER’ from then RI General Secretary – Ed Futa dated 15 June 2006 making the claim of a “CLERICAL ERROR” in the ‘Code of Policies’? Is this not akin to someone stating there is a “CLERICAL ERROR” in the Constitution of a country?
5) The breach of the Rotary ‘Code of Policies’ in this instance relates to the prohibition of obtaining funding from ‘GAMBLING’ institutions.
RI ‘Oversight Committee’
1) Was it not the said ‘RI OFFICER’ who RECOMMENDED a Past Governor – a Senior Chartered Accountant to a crucial RI ‘Oversight Committee’ notwithstanding he being faulted for PROFESSIONAL MISCONDUCT together with the other Partners of his erstwhile audit firm by the (i) Supreme Court (ii) Parliament’s COPE (iii) Attorney-General – in relation to the fraudulent privatization of the Sri Lanka Insurance Corporation?
‘Miscellaneous’ Expense
1) Was it not the said Member of a crucial RI ‘Oversight Committee’/ Senior Chartered Accountant who shockingly endorsed ‘MISCELLANEOUS’  expense of 22.78 % in the ‘Expense Report’ 2013-14 of the Immediate Past Governor of Rotary Sri Lanka?
2) Did he not inter alia claim it is “in accordance with the established policies of RI”?
Ref. His ‘Report’ dated 8 November 2014
3) Does this not COMPROMISE the FINANCIAL INTEGRITY of RI?
4) Is not his position in a crucial RI ‘Oversight Committee’ UNTENABLE? His term expires on 30 June 2016.
Tsunami US $10 Million: Accountability
1) In the aftermath of the Tsunami, did not Rotary Sri Lanka with donor funds design a US $10 Million (Rupees One Billion) project captioned ‘Schools Re-awaken’ to rebuild/rehabilitate 25 Tsunami devastated schools under the leadership of the ‘RI OFFICER’?
2) Since Millions of Dollars were donated to Rotary trusting its integrity for the benefit of those affected by the Tsunami, should not ACCOUNTABILITY apart from the DONORS be also to the GENERAL PUBLIC and ALL ROTARIANS in Sri Lanka?
3) Was it not IRRESPONSIBLE for the Chairman of the project (‘RI OFFICER’) to claim in his e-mail of 31 March 2010 to a then member that accountability is only to the 13 member ‘Trust’ headed by him?
“Unfortunately they cannot be approved at a District Rotary meeting as you suggest because they can only be passed at the AGM of the Schools Trust which includes other non Rotary bodies.”
4) Is not accountability merely to the 13 member “Schools Trust” dominated by a coterie of Rotarians (with at least 9 members) wholly UNACCEPTABLE due to the obvious ‘CONFLICT OF INTEREST’ since this coterie ‘implements’ the project and for all practical purposes ‘approves’ its own work with the CEO/Project Director and the Chairman (‘RI OFFICER’) all being part of this coterie of Rotarians?
5) Should not the 13 member ‘Trust’ apart from duly informing donors (i) have the audited accounts of the completed project and notes to the accounts after due notice approved by the membership of Rotary Sri Lanka? (ii) have the same placed in the newspapers for the perusal of the general public? (iii) have the same placed on the Rotary Sri Lanka website?
Has this been done? If not why?
Legitimacy of ‘Quorum’
1) On the basis of:
(i) Article 9 Section 5 of then applicable ‘Standard Rotary Club Constitution’
(ii) Article iv Section 3 of then Bylaws of the Rotary Club of Colombo
(iii) ‘Attendance Sheet’ of 2 August 2007 of the Rotary Club of Colombo,
Please CONFIRM there was a LEGITIMATE QUORUM when the said ‘RI OFFICER’ was nominated by the Rotary Club of Colombo to a CRUCIAL position in Rotary International on 2 August 2007?
Arbitrary ‘Termination’
1) Was not my Rotary membership ‘TERMINATED’ TWICE – (a) the first time after I questioned the alleged breach of the Rotary ‘Code of Policies’ by the ‘RI OFFICER’? (b) the second time after I questioned the legitimacy of the ‘quorum’ in the nomination of the ‘RI OFFICER’ to a crucial position in RI?
i) Were these ‘terminations’ lawful?
ii) Does not the letter of ‘Termination’ dated 27 November 2007 underline the sheer VICIOUSNESS of those concerned since it is based on taking issues outside the club described as a “misconduct” – not withstanding no Rotary regulation prohibiting the same? Does this not fly in the face of Rotary International claiming to have a “written whistleblower policy”?
iii) Does this conform to Rotary’s ‘Four-Way Test’ which includes ‘Is it the TRUTH?’ and ‘Is it FAIR to all concerned?’
2) Although the Rotary Club of Colombo has NO RIGHT to DEVIATE from the RI ‘Standard Rotary Club Constitution’, did not its hierarchy (which included the ‘RI OFFICER’) ALLOW the umpire at the arbitration to blatantly rule – “RI in fact states that the constitution it adopts in the MOP is a SAMPLE and individual clubs can modify them as per their requirements within a similar framework.” Ref. “Decision of the Umpire” dated 17 April 2008. (emphasis added)
Can the RI ‘Standard Rotary Club Constitution’ in the Manual of Procedure (MOP) under any circumstances be a “SAMPLE”? If not – is not my ‘termination’ UNLAWFUL?
‘Defamation’
1) Did not the influential ‘RI OFFICER’ sue me in October 2007 for RS. 100 MILLION for alleged ‘defamation’?
2) On his initiative did he not ‘SETTLE’ the case after more than 6 YEARS on 31 January 2014 on IDENTICAL undertakings given by BOTH PARTIES?
3) I demanded RECIPROCITY to expose the FALSITY of the ‘defamation’ charge.
4) Was not the ‘SETTLEMENT’ in the context of the ‘Trial ‘proper not commencing since the ‘RI OFFICER’ (i) Did not ‘Testify’? (ii) Witnesses were not called?
5) What does this convey about the TRUTHFULNESS and MOTIVE of the alleged ‘defamation’ charge?
6) On the EVE of the ‘RI OFFICER’ settling his case, did not the Member of a crucial RI ‘Oversight Committee’/ Senior Chartered Accountant sue me for the same amount (Rs. 100 Million) for alleged ‘defamation’?
7) Is not his alleged ‘defamation’ based on the LUDICROUS premise that the use of the words “conflicting interests” by the Supreme Court does not tantamount to the words “Professional Misconduct” used by me vis-à-vis the fraudulent privatization of the Sri Lanka Insurance Corporation? It is likely that similar to the ‘RI OFFICER’ he too will not ‘Testify’!
‘Assistant Governor’
1) Was I not arbitrarily removed (after 6 months) from the position of ‘Assistant Governor’ (to which position I was invited by the then District Governor) WITHIN A MONTH of my raising the alleged violation of the mandatory Rotary ‘Code of Policies’ by the ‘RI OFFICER’ on the premise that an individual Rotarian cannot raise issues OUTSIDE his club and that only the club could do so! Does this not contradict the RI claim of having a “written whistleblower policy”?
Vicious ‘Resolution’
1) Was not a purported ‘RESOLUTION’ – “to unreservedly and unequivocally admonish and censure” me and “that at no time in the future will any club in Sri Lanka admit” me to Rotary membership introduced in the presence of the ‘RI OFFICER’ at the 20th District Assembly held on 16 May 2010 without due notice, without due process and in my ABSENCE? Is this consistent with NATURAL JUSTICE? Was it not questionably claimed to have been “Approved by unanimous vote”?
2) Why has my request to the District leadership to substantiate the purported “unanimous vote” with “independent evidence” not materialized to date? (Ref. my e-mail of 31 May 2010 to then District Governor).
3) Could such draconian measures also have the objective to intimidate and silence other members?
Sincerity
In the context of the above which includes his scandalous “keep this matter Private and quiet” e-mail of 27 April 2006 and frivolous ‘defamation’ allegation , how sincere was the ‘RI OFFICER’:
1) When few months back he told a large audience which included the RI hierarchy:
“I believe that we have to find a way to bring back the fundamentals that built our organization: the emphasis on HIGH ETHICAL STANDARDS in all aspects of our lives”? (emphasis added)
2) When more recently in your presence he referred to selfless iconic personalities such as Mother Teresa and Martin Luther King in his address to a huge Rotary audience which included the RI hierarchy?
Other issues include:
1) Were not two Past District Governors of Rotary Sri Lanka in PRISON on remand and currently on bail for the alleged embezzlement of Rs.17.8 million out of Rs.28.1 million of Tsunami donor funds received from AES Kelanitissa (Pvt.) Limited (subsidiary of Hayleys Plc) amounting to a whopping 60% of the donation?

In the context of the Tsunami striking Sri Lanka in December 2004 and most donations presumably received soon after, did not these two members hold District office as late as (2011-12)?
Was the KPMG Forensic Report of this alleged fraud circulated to members? If not why?
Why was the claimed complaint to the CID made only in June 2012? What is its current status?
2) Has not the Commission to Investigate into Allegations of Bribery or Corruption “filed” a “report” at the “Colombo Chief Magistrate Court” alleging that two Past District Governors were involved in “corruption” at the state owned National Lotteries Board?

What is its current status?
3) Was not a serving club President as per un-contradicted media report allegedly “fined Rs. 10,000 for tapping electricity illegally on pleading guilty to the charge.”? Was not this person ALLOWED to complete his term?

Conclusion
Is it not evident the ‘defamatory’ cases are a ploy to INTIMIDATE and HARASS to PREVENT EXPOSURE of egregious wrongdoing? Do they not also serve as a WARNING to others?
Is not the ‘Settlement’ after more than 6 years on IDENTICAL undertakings given by both parties without the Plaintiff ‘testifying’ indicative of the FRIVOLOUS nature of the alleged ‘defamation’?
I agreed to the ‘settlement’ due to – legal costs, time wasted and the hassle of frequent visits to Hulftsdorf.
The RI OFFICER’S instructing attorneys are the lawyers to his Public ‘quoted’ company of which he is Managing Director and a substantial shareholder! A director of his company – a Senior Chartered Accountant, is the Chairman of the Centre for Policy Alternatives (of alleged “billing for un-held workshops” ‘fame’!)
I believe this issue has to be confronted ‘HEAD-ON’ since otherwise it could set a DANGEROUS PRECEDENCE where all an alleged wrongdoer has to do is file legal action to intimidate and harass to thwart exposure!
I urge you to respond WITHOUT PREVARICATION in the PUBLIC INTEREST since Rotary International solicits and receives massive worldwide public donations on the back of purporting to be a transparent and ethical entity.
Executive Summary
1) Does the said influential ‘RI OFFICER’ have the INTEGRITY to be a ROTARIAN let alone hold HIGH ROTARY OFFICE? Issues to be considered include his damning “keep this matter Private and quiet” e-mail dated 27 April 2006 and his frivolous/vicious ‘defamation’ allegation.
2) Was there a legitimate ‘quorum’ when the said ‘RI OFFICER’ was nominated by the Rotary Club of Colombo to a CRUCIAL position in Rotary International on 2 August 2007?
3) Does the Senior Chartered Accountant concerned have the INTEGRITY to be a Member of a crucial RI ‘Oversight Committee’? His term expires on 30 June 2016. Matters to be considered include (i) his Professional Misconduct confirmed inter alia by the Supreme Court (ii) his approval of ‘miscellaneous’  expense of 22.78 %.
4) Accountability to the PUBLIC of Sri Lanka for the US $10 Million (Rupees One Billion) ‘Schools Re-awaken’ project.
5) Action against Immediate Past Governor of Rotary Sri Lanka for his ‘Expense Report’ 2013-14  having ‘miscellaneous’  expense of 22.78 %.
6) Is the purported ‘RESOLUTION’ – “to unreservedly and unequivocally admonish and censure” me and “that at no time in the future will any club in Sri Lanka admit” me to Rotary membership:
i) Lawful?
ii) Does it conform to ‘Natural Justice’?
7) Was the ‘termination’ of my Rotary membership lawful?
(i) Is it consistent with the ‘Four-Way Test’ which

includes ‘Is it the TRUTH?’ and ‘Is it FAIR to all concerned?’
(ii) Is it consistent with RI’s “written whistleblower policy”?

Although I am not enamoured at being a Rotarian under the current dispensation, I seek justice on a matter of principle.
8) Is it not evident the ‘defamatory’ cases are a RUSE to ‘intimidate’ and ‘harass’ to PREVENT EXPOSURE of egregious wrongdoing? Do they not also serve as a WARNING to others?
9) To duly inform the members of Rotary Sri Lanka and Rotary International of ‘Other Issues’ which include: Two Past District Governors of Rotary Sri Lanka said to have been in PRISON on remand and currently on bail for alleged embezzlement.
